Bush poised to install Bolton at UN

US President George W Bush is expected to sidestep a recalcitrant Congress and appoint John Bolton, his controversial choice for America’s next UN ambassador in time for a global debate on reform at the world body in two months.
The speculation comes despite new allegations against Bolton over whether he truthfully filled out paperwork as part of a congressional confirmation process for his nomination.
Some senior politicians and officials think Bush is poised to give the job at least temporarily to the hawkish, tough-talking Bolton under a constitutional provision that allows the president to fill a vacancy during a Senate recess.
Congress is expected to adjourn for an August holiday on Saturday or Sunday.
White House officials wouldn’t discuss Bush’s intentions.
But several senators and conservatives close to the White House think the president will tap Bolton shortly after Congress breaks up. [more]
